Dear Selection Committee:

When I learned about the WBG Technology Innovation Office Manager position, I knew this was the perfect opportunity to combine my 20 years of international development and management experience with my passion for innovation with emerging technologies. Rather than submit a traditional application, I decided to demonstrate my commitment and technical capabilities by building this interactive website as a companion to my application materials.

Chat Bot | I built an AI-powered chatbot implementing a full Retrieval Augmented Generation (RAG) system with Node.js and OpenAI's APIs, using ChatGPT as my coding copilot. First, I created a knowledge base from my CV, performance reviews, and cover letter. Then, I used an OpenAI model to program the system to chunk documents semantically and generate embeddings. The architecture includes tag-based boosting for topics like "leadership" and "innovation," weighted scoring that prioritizes different document types (e.g., CV over cover letter), and strict response prompting that mitigates hallucination risk.

Website Design | I coded this website using HTML, CSS, and JavaScript with my favorite Bootstrap template, using Claude.ai as my coding companion. My family served as user testers, suggesting UI improvements, as well as this "Start Here" section.❤️

Created WBG's first public-private data partnership program. Negotiated 30+ partnerships with tech companies like Meta and Google, supporting 400+ projects. Developed sustainable funding model with 12 member organizations paying annual dues.

World Bank Data Lab

Founded & Lead (Present)

Built first cross-VPU technical community of practice around data science. The Lab connects operations to data solutions, streamlines external partnerships, and builds capacity of WB to integrate modern data solutions in ops and research. Lab is self-funded through innovative program design.

World Bank Open Transport Data Program

Program Designer & Leader

Led development of open-source applications that have been translated into multiple languages and used across regions, including a national crash reporting system that has been signed into law in the Philippines, and innovative methods to solve challenges, like using taxi GPS data to optimize traffic signals in Cebu.

Coordinated 40+ staff across East and Southeast Asia for a complex portfolio of infrastructure loans and innovations to improve how transport agencies collect, manage, and use data. Managed complex procurement processes and government relationships. Received multiple VPU awards for innovation.
